From 2016 to 2022, there was a noticeable increase in voluntary Medicare Advantage plan switching among dual-eligible enrollees. Fully dual-eligible members switched plans within Medicare Advantage at rates rising from about 12% to 22%, and partial dual-eligible members saw an increase from 17% to 30%. Other beneficiaries experienced a more modest rise, from around 10% to 13%. Still, by 2022, very few people moved entirely from Medicare Advantage to traditional Medicare\u2014just about 4% of fully dual-eligible, 2% of partial dual-eligible, and less than 1% for other beneficiaries. Switching patterns also varied by age, health risk, and race or ethnicity. Older individuals tended to switch less, while those with the highest health risks were more likely to move to traditional Medicare. What this tells me is that more people are actively seeking plans that better fit their needs, even if it means changing provider networks or plan features. Notably, those enrolled in dual special needs plans were less likely to switch.
